In a surprising turn of events, Intel's low-power 12th gen desktop processors are now widely available in Europe. ALL OF THEM. The 35W T-series is usually extremely hard to find but things have definitely changed. The i3-12100T, i3-12300T, i5-12400T, i5-12500T, i5-12600T, i7-12700T, and the exciting i9-12900T are all available at reasonable prices, starting at 130 euros, up to 520 euros. We do recommend 35W CPUs for passive builds, even when the mighty Noctua NH-P1 is involved. Please note that these are tray processors and will come in a simple plastic sleeve (no retail box, no cooler are included).
